Maybe try LuminaRO? It's got both medium rate (300x) and high rate. Or try AnimusRO (5x). That one usually has a decent amount of people.

Those multiples were based off the old RO, so...I don't know how accurate they are now.

I've played on a LOT of servers. My most recent one was Reflex-RO before I-don't know-what happened to it. Might be a server transfer or something. Let's see...before that I played on LuminaRO, and before THAT (there's some stuff in the middle that I forgot) it was AnimusRO.
