There was a candidate for the Presidency named William Jennings Brian, but the Wizard himself was meant to represent the office of the President overall and its illusory power. The reason was primarily because of fiscal policy, and how the gold standard was going to ruin the economy and the government needed to adopt the silver standard in its place.

While not wrong, I'm referring to a specific allegory to a specific president.
